Job Description:
The Sr. Buyer purchases materials, components, and supplies to
maintain monthly production requirements. Coordinates shipments
with vendors, monitors inventory levels, and makes recommendations
for process improvements. Formulates strategic plans and objectives
for Purchasing and performs in-depth analysis of new purchase
materials and supplies. Trains and mentors other Buyers as
required.PRIMARY DUTIES AND RESPONSIBILITIES
- Purchases materials and supplies according to approved
requisitions, ERP, or management direction
- Develops and manages effective relationships with suppliers
with a focus on KPI's and works with the suppliers to improve
on-time delivery, past due orders, and quality issues
- Negotiates contracts and processes purchase orders as required.
Negotiates pricing with suppliers and makes recommendations for
supplier selection. Initiates and oversees new supplier
qualification process
- Manages data integrity for purchased parts in the material
master for import or export information
- Works with Product Development and Engineering on selecting and
approving new vendors and/or products
- Develops and manages commodity strategies and tactical plans;
recommends changes in purchasing and material management policies
as needed
- Provides forecast data of future market conditions to
understand commodity drivers on critical parts; Ensures production
support by sourcing new or alternate materials, new technologies
and supply sources
- Understands inventory requirements while balancing supply and
demand
- Executes the development, maintenance, communication and
publication of the Material Requirements Planning (MRP) to ensure
customer requirements are met
- Responsible for accurate planning and purchase of raw
materials, components, and production supplies for all
purchasing/release functions related to the capacity planning,
ordering, expediting and procurement of raw materials/supplies as
assigned
- Liaises with the suppliers to clarify potential plan
constraints and interfaces between supplier and the key internal
stakeholders to ensure issue resolution
- Collaborates with Supply Planning to ensure seamless flow of
information and ensure a fully integrated approach to delivering
key metrics - Customer Service, Inventory, and Cost
- Partners with New Product Development teams to optimize and
develop the lowest overall sourced supply solution
- Develops and manages consumption based buying plans (where
forecast is not available) in conjunction with the setup and
management of supplier Kanban systems
- Responsible for hitting cost savings targets by managing cost
reduction projects aimed at supplier consolidation, make/buy
analytics, alternate supplier canvassing/development/qualification,
and champions LCC sourcing efforts
- Mentors junior buyers on the Procurement Team with best
practices and purchasing methods
- Reconciles inventory and invoices for the purpose of
identifying discrepancies
- Identifies excess and obsolete inventory and recommends
disposition
- Conducts supplier visits and evaluations to determine
suitability and conducts business reviews quarterly with
suppliers
- Follows, maintains, and enforces ISO standards and all
compliance requirements
- Analyzes vendor ratings based on Quality, Service, and
Delivery
- Actively supports and complies with Pelican's objectives,
guidelines and commitment to Quality and Safety, with an emphasis
on continual improvement
- Follows company policies and practices as outlined in the
Employee Handbook and/or applicable employment agreement. Follows
safety guidelines and procedures in accordance with the job.
- Perform additional duties as assigned JOB REQUIREMENTS
- Minimum of 3-5 years related experience
- Strong analytical and critical thinking skills
- In-depth knowledge of purchasing procedures/practices in a
manufacturing environment
- Material Requirements Planning (MRP) experience within top tier
ERP (SAP/Oracle)
- Ability to interpret technical drawings and specifications
- Must be eligible to receive information controlled under the
International Traffic in Arms Regulations (ITAR) and Controlled
Unclassified Information (CUI)
- Must have excellent written and verbal communication
skills
- Must have the ability to multi-task and set priorities in a
dynamic environment
- Some travel may be necessary (10-15%) PREFERRED QUALIFICATIONS
- Bachelor's degree
- SAP knowledge and experience
- APICS, CPIM and/or purchasing certificate
- Experience with new product development and/or a Make-to-Order/
Engineered-to-Order (Custom) environment
- Ability to speak Mandarin/Cantonese or Spanish a plus
ADDITIONAL INFORMATION
- Must be able to interact effectively and cooperatively with
employees at all levels
- Must have the ability to complete assignments within the
timeframe specified by the Manager
- Must be flexible regarding working hours. Must be able to work
evenings and weekends, with or without advanced notice.
- Must be able to operate in a fast-paced environment and handle
multiple projects simultaneously
