Oversee cost/schedule/performance, review budgetary information
and financial data, monitor expense reports, provide business unit
level cost-benefit analysis on division programs, and provide
strategic vision and tactical direction for the division.
Leadership: Lead the technical and programmatic execution of the
Risk and Safety Division and its people by providing the Division
strategic vision and tactical direction. Communicate plans and Key
Program Management: Serve as the Division's Senior Program
Manager ensuring timely, quality, & profitable performance on
contracts, customer satisfaction, while maximizing contract
funding, and success in follow-on contracts.
Manage overall cost, schedule, and performance for the division
(planned and executed).
Propose Internal Research and Development (IRAD) projects and
establish division requirements.
Support key reviews of critical products, future Business
Development initiatives, and Lead Process Improvement for
Oversee the application of Quality Management System and related
procedures (ISO 9100, AS9100, CMMI) within the division.
Facility Management: Oversee and manage the facilities for sites
located at Torrance, CA and Vandenberg Village, CA.
Supervisory: Mentor supervisors and directly and indirectly
supervise staff. Lead employee performance review process,
including compensation recommendations.
Define roles and responsibilities to effectively perform
division functions; assign and hold staff accountable.
Forecast Staffing needs, define/write position descriptions, and
apply tools/models/data to support management.
Communicate division developments, evaluate morale of the
division, and performance problem resolution.

A strong background in Risk and Safety, Physics-based Software
Modeling and writing software code.

Provide technical subject matter expertise in the areas of range

Participating in Government meetings for standards development,

Propose novel approaches for modeling, based on data and
simulation (expertise in the areas of population and sheltering
modeling, risk of debris to aircraft and ships, probability
density distributions, and high energy laser hazards).
Mentor and train staff in software development techniques:
Provide technical subject matter expertise in engineering software
development by: Identifying weaknesses in software development
Propose improved processes, especially incorporating industry
practices appropriate to end use environment.
Integrate stakeholder needs to develop requirements for software
and gain approval.
Propose architecture designs for new software functionality.
Identify criteria for evaluation of alternatives for software
Participate in code reviews and user interface
Provide guidance for developing testing approaches.
Review critical user documentation.
Engage in technical discussions with stakeholders, especially
with difficult risk/safety issues.
Strong background in Risk and Safety, Physics-based Software
Modeling and writing software code.
E xper ience and Education Requirements:
Master’s degree in Engineering or STEM field required. 15
+ years’ in engineering/program/project management in an equivalent
Master’s degree or equivalent experience required; PHD is

Extensive experience in all forms of Government Contracting to
include CPFF, T&M, and FFP.
Previous experience in soliciting Government Contract Proposals
(RFPs and TORs).
Extensive experience in Microsoft products - Excel, PowerPoint,
SharePoint and Word.
Experience using Deltek Costpoint Software.
Experience with Risk & Safety Modeling, coding, or software
utilizing high-end "fast-running models".
Secret Clearance required; Top Secret desired with SCI
Physical Requirements/Working Environment:
Must be able to lift 20 pounds.
Travel may be required and will be performed under the
guidelines of Federal Travel Regulations (FTR) and/or Joint Travel
Regulations (JTR). Travel will be by commercial carriers or rental
