Description

The Plant Engineer will be the point of contact with the California
Department of Toxics Substances Control's (DTSC) Senior Engineer
for the purpose of assuring that the Major Systems achieve the
performance objectives described in Veolia's Operation, Maintenance
and Monitoring (OM&M) contract with DTSC.
Use analytical chemistry, field measurements, and field inspection
data from the major systems to monitor and evaluate the performance
of these systems.
Advise DTSC's Contract Manager (or designee) and Veolia's Project
Manager about modifications to operations procedures that may be
necessary to maintain or improve the safety, effectiveness and/or
efficiency of the major systems.
Determine when the granular activated carbon systems at the three
treatment facilities, the ion exchange resin bed at one of the
treatment facilities, or any other treatment process similar to
these require periodic backwash or replacement.
Be available to confer with the DTSC's Contract Manager (or
designee) and Veolia's Corporate support team and/or outside
consultants for the purpose of modifying the major systems or
enhancing their performance or troubleshooting.
Ensure compliance with all requirements of the effluent disposal
permit(s) and all other applicable permits/conditions issued by
Federal, State, or local regulatory agencies. Oversee operation and
maintenance of all equipment in a professional manner to ensure
optimum efficiency and effectiveness to complete project(s) in a
timely manner.
Coordinate with Veolia's Vice President of Operations, Project
Manager, Health and Safety Officer, and Site Safety Coordinator
(SSC) to solve health and safety problems; Conduct health and
safety inspections under the direction of the project manager and
regional health and safety director.
Coordinate with team members to respond to unusual or emergency
conditions, implement standard procedures to restore normal plant
operation, and recommend revisions to procedures to reflect the
changing needs of the facility.
Help the team prepare bid documents, regularly review contract
bids, and prepare cost estimates.
Help the team prepare Contract Deliverables and remediation
progress monthly reports consisting of data tables, charts, texts,
and exhibits.
A Bachelor of Science degree in engineering or equivalent is
required. Experience with SCADA and/or PLC (Programmable Logic
Controller) a plus.
Experience in operating personal computers and familiarity with MS
Office Suite.
Experience -in entering and analyzing data in spreadsheets, such as
Microsoft Excel.
Knowledge of databases and software platforms are a plus.
Work experience and knowledge of topics in wastewater chemistry and
industrial wastewater treatment, including principles of fluid
mechanics, acid-base equilibria, gas-liquid equilibria, pH
neutralization, contaminant adsorption, metals precipitation,
ion-exchange, and air-stripping.
Must have had significant charge over the design and operation of
an industrial wastewater treatment plant or a facility having unit
treatment operations similar to those found at the Stringfellow
Superfund Site for a minimum of five (5) years.
Demonstrated ability to work independently and remotely with
project teams.
Required Certification/Licenses/Training:
- Professional Engineering (PE) License (Chemical or Civil) in
California required, or ability to obtain CA reciprocity of that
license in 6 months from date of hire.
Protective equipment must be worn in the performance of some duties
(e.g. hard hats, safety glasses, air masks, ear protection,
chemical suits, hot gloves and high voltage protective equipment,
etc.).
Work with hazardous materials may be required.
